Andersen-Wyckoff, Bob McCune, Fritz Skirvin, Mike <br />Murray, Starr Garland, Sue Crothers, Bob Royer, Dale Penn, Ed <br />Dougherty, Greg West <br />GUESTS: Mike Frazier, Duke Ricketts, Edna Anderson, Tim Murphy <br />MINUTES: The minutes were approved. <br />CONTINUATION OF DOG CONTROL FINAL REPORT: <br />Ralph presented new operating and staff figures. The 2003 oper- <br />ating costs are $881,535 with a staff of 15. The 2013 operating <br />costs are 1,038,000 with a staff of 19. <br />HEALTH FACILITY SUBCOMMITTEE FINAL REPORT: <br />Ruth presented. The recommendation of the subcommittee (for <br />serving people in Salem) is that the current building at 3180 Center <br />Street be remodeled and permanent buildings or new space be <br />added to house all Health Department services. The stated reason <br />for this recommendation is that the current building is poorly <br />designed, energy inefficient and very overcrowded. If the Juvenile <br />Dept. moves from its present building, then the administrative <br />building may be considered for additional Health Department <br />space. It would have to be remodeled to adequately provide new <br />Health Dept. services. <br />The remodeled/added facilities must provide for: respect for priva- <br />cy, confidentiality and human dignity; safe work and service envi- <br />ronment; security of equipment and records; flexible in the internal <br />work flow design to accommodate changes in service delivery; <br />efficient operations of services; ergonomically sound work environ- <br />
