ment; up-to-date information systems; interactive waiting areas for <br />children; adequate conference/group room space; adequate venti- <br />lation system; comply with standards for clinical health facilities; <br />adequate parking; additional driveway access to building site. <br />Primary financing should be general obligation bonds offered by <br />Marion County. <br />The Health Department currently needs 49,497 square feet for 212 <br />staff work-stations. This is approximately 20,000 square feet <br />more than is currently available in the Health & Services Building. <br />The estimated cost is $35/sq. ft. to remodel the entire building, for <br />a one time cost of $1,199,240. - <br />The cost to add on to the existing facility is estimated at $85/sq. ft. <br />Elections has already moved out of the building; Dog Control and <br />OSU Extension must move out so that the Health Dept. can fully <br />utilize the building. <br />See pages 16-17 of the subcommittee's final report for information <br />on facility options considered. <br />To serve people in areas outside of Salem, the recommendation is <br />to establish community-based centers in appropriate areas of <br />population growth, e.g.: Woodburn and Stayton. The centers <br />should be permanent locations in buildings preferably loaned or <br />leased by community people or in county-owned buildings. Com- <br />munity centers may include other county departments and/or <br />community-based agencies. These centers must also have up-to- <br />date technical information systems connecting to Salem. <br />The Chairman asked for clarification on whether there is to be an <br />addition to the existing building, or a separate structure. Ruth is <br />not sure at this point, as the subcommittee focused primarily on <br />the need for space and not the logistics of how to obtain it-that is <br />the next phase. The consensus is, however, that a separate <br />structure would probably be wiser as the existing building is not in <br />very good shape. <br />2 <br />
