FINAL REPORT OF THE <br />COURT FACILITIES SUB-COMMITTEE <br />Under the direction of the Marion County Facilities Steering Committee, the Court and <br />Court Security Sub-Committee has met with the following direction from the full <br />Committee. <br />A. Review the documentation in the WE Group repo~t and other information <br />provided by staff to assess the on-going facilities needs of the Cou~ts and <br />supporting offices and agencies. <br />B. Develop recommendations for housing Courts and p~oviding enhanced <br />Court security as a part of a long range plan, developing a"best possible" <br />option for Court facilities for an extended period of time. <br />C. Disregard issues relating to funding of options, leaving financing and <br />prioritization of county facility needs to the full Steering Committee. <br />D. Report the recommendations of the Court Facilities Sub-Committee to the <br />full Steering Committee no later than September, 1994, for inclusion in the <br />long range facility plan to be proposed to the Marion County <br />Commissioners regarding facilities issues county-wide. <br />EXECUTIVE SUMMARY <br />Through the course of several meetings, the Court Sub-Committee reviewed the <br />present conditions of the Court's facilities, and evaluated the projections and data <br />„ <br />provided in the WE Group report and the Judicial DepartmenYs Oregon Courts Visions <br />~. <br />Project . It is the position of the Sub-Committee that the projections of the WE Group <br />regarding Court growth are conservative, based upon present statistical. data and the <br />projections of the Visions Project. <br />Additional needs were defined for both immediate and long range purposes. The most <br />pressing immediate need is for an adequate jury assembly room. The present facility <br />has a capacity of 49 jurors, while the average panel is approximately 150 jurors. <br />The long range needs include substantial conference and meeting space for lawyers, <br />litigants and witnesses, and for extensive alternative dispute resolution programs. <br />Facilities will also need to be designed or modified for enhanced security, and to <br />incorporate substantial technological capabilities in the future. <br />Page - 1 <br />
