MINUTES
COl1RT / SECIIRITY SUB-COMMITTEE
The Courts and Court Security Sub-Committee of the Facilities Steering Committee met from
12:00 noon to 1:30 p.m. on Friday, June 17, 1994 in the Presiding ]udge's conference
room.
The meeting was conducted by Jerry Frost, Acting Chair. The following matters were
discussed.
The Committee was presented with an overview of the Court Security Committee's proposed
security enhancement projects. The Committee endorsed the Security Committees projects
as a means of a short term effort to secure the Courthouse. Committee member pon Dickie,
said he was looking for a long term facilities proposal. He said, he was not interested in re-
visiting the work of the Security Committee.
The Committee then discussed the issue of long term use of the current Courthouse or
construction of a new Courthouse. The Committee decided against remaining in the current
facility. The Sub-Committees recommendation to the full Committee is to construct a new
Courthouse for court use only. The Committee discussed the issues of funding a Courthouse
over a County Administration building. The censuses of the Committee was that the pubfic
would look more favorable to building a Courthouse. ]udge West discussed his concems that
the Courthouse's design was such that security would be costly and still may not be adequate.
The level of security needed in a Administrative building is less than in a Courthouse. It was
decided to recommend that the Courthouse be converted into an Administration Building.
The Committee decided to cancel the July l, 1994 scheduled meeting. The Committee
directed staff to prepare a draft proposal to the full Committee. The Sub-Committee will
review the draft proposal at a meeting of the Sub-Committee on ]uly 15, 1994. The
Committee set August 15, 1994 as the due date for reporting to the full Committee.
The next scheduled Sub-Committee meeting is Friday, July 15, 1994 at 12:00 in the
Presiding ]udge's conference room.
]F:sdb
