ti <br />Because there has been irresponsible handling of <br />materials there is no reasonable prediction of <br />chemicals present on the property. Gonsequently, <br />the estimates for identifying hazards are as <br />follows: <br />Chemical characterization $64,355 <br />Building Material Sampling 2,2~3 <br />Soil Sampling 18,992 <br />Groundwater Quality Assessment 20,451 <br />Waste & Site Character Report 4,536 <br />Estimated Costs $110,607 <br />The report lists resources and estimated costs for <br />disposal of tires, empty (or partially filled) <br />drums, vehicles, appliances, tanks, batteries, <br />equipment, machinery, scrap metal, chemicals, <br />contaminated soils. Because the chemical identi- <br />fication is a perquisite, costs for cleaning up <br />the property has too large a variable to make <br />estimates. <br />Discussion: A voluntary clean up of this property by Marion <br />County has unmeasurable expense and risk. Person- <br />al property (scarp iron & surplus) is not avail- <br />able to MC until abandonment is completed through <br />due process. There has not been much interest <br />internally to indicate there is need for MC to <br />development the property for public purposes. <br />The environmental assessment has not been filed <br />with DEQ. <br />Placing the property (2 large pieces) on the <br />available property list means we could accept any <br />offer of $43,650 or more or it can be placed on <br />the next public auction. A minimum bid can be~ <br />placed on the smallest piece for the next public <br />auction as well. If Mr. Joe Bello made an offer <br />through the available property process the BOC <br />could refuse the sale but the next offer would <br />have to be greater than Mr. Bello's offer. If Mr. <br />Bello bid at the public auction we could not <br />refuse the sale. <br />STAFF ACTION: Respond to inquiry as directed by the Board. ~ <br />Revise auction policies and procedures to allow <br />for the designation of "cash only" sales. Revise <br />advertising and contract documents to include <br />environmental and wetland disclaimers and desig- <br />nating specific properties as "cash only" sales. <br />Request legal counsel review of quitclaim deed to <br />include environmental and wetland disclaimers. <br />
