STAFF REPORT ON FORECLOSED PROPERTY <br />PARIS WOOLEN MILL, STAYTON, OREGON <br />December 1, 1994 <br />TO_DATE: Negotiations between the City of Stayton and developer <br />Paris Woolen Mill Historical Corporation failed in <br />October 1994. Neither the City nor investors were <br />willing to accept an "open-ended" cost of cleanup for <br />underground tanks. <br />10/18 Mayor VanVleet was to discuss moving the City <br />water supply upstream from the mill. He said the City <br />was anxious to see the mill developed and was open to <br />other plans. Elyn agreed to keep City informed as to <br />county acLion. <br />10/20 Elyn requested proposals from three vendors for <br />an env ronmental assg~sm nt. <br />~.t~ !~ l~ I ~ <br />10/25"~~Stayton ~ reporter Courtney Dunam requested <br />status of property. <br />11/15 Received three assessment proposals. Evaluation <br />attached. <br />11/16 Elyn gave David Edrington (PWMHC) references for <br />insurance companies insuring environmental cleanup <br />projects. David supplied the name and address of the <br />consultant that performed a Level I assessment for <br />them. Cost was approximately $3,000. Offered to sell <br />the report to the county. <br />11/21 Richard Robertson (PWNI~iC) came into the office <br />and requested status on historical assessment. Histor- <br />ical assessment could be extended to 12/31/94. Elyn <br />suggested sale options: " <br />1) a) PWMHC offer $15,000 (min bid acceptable by <br />ORS for available property) for sale of mill <br />parcel. b) [Corner parcel could go to auc- <br />tion. ] <br />2) a) Negotiate lease with City of Stayton; trans- <br />fer mill parcel property to the city for $-0. <br />b) Transfer corrier parcel for public use to"the <br />city. <br />3) Combine 1) a) and 2) b) . . <br />STAFF ACTION: <br />l. Notify all three proposals, Marion County will not <br />be purchasing environmental assessment services at this <br />time. If at a later date we want services on the site <br />or a review of PWMHC study, services will be requested <br />from Bergeson & Boese as low quote. <br />
