STAFF REPORT ON FORECLOSED PROPERTY PARIS WOOLEN MILL, STAYTON, OREGON December 1, 1994 TO_DATE: Negotiations between the City of Stayton and developer Paris Woolen Mill Historical Corporation failed in October 1994. Neither the City nor investors were willing to accept an "open-ended" cost of cleanup for underground tanks. 10/18 Mayor VanVleet was to discuss moving the City water supply upstream from the mill. He said the City was anxious to see the mill developed and was open to other plans. Elyn agreed to keep City informed as to county acLion. 10/20 Elyn requested proposals from three vendors for an env ronmental assg~sm nt. ~.t~ !~ l~ I ~ 10/25"~~Stayton ~ reporter Courtney Dunam requested status of property. 11/15 Received three assessment proposals. Evaluation attached. 11/16 Elyn gave David Edrington (PWMHC) references for insurance companies insuring environmental cleanup projects. David supplied the name and address of the consultant that performed a Level I assessment for them. Cost was approximately $3,000. Offered to sell the report to the county. 11/21 Richard Robertson (PWNI~iC) came into the office and requested status on historical assessment. Histor- ical assessment could be extended to 12/31/94. Elyn suggested sale options: " 1) a) PWMHC offer $15,000 (min bid acceptable by ORS for available property) for sale of mill parcel. b) [Corner parcel could go to auc- tion. ] 2) a) Negotiate lease with City of Stayton; trans- fer mill parcel property to the city for $-0. b) Transfer corrier parcel for public use to"the city. 3) Combine 1) a) and 2) b) . . STAFF ACTION: l. Notify all three proposals, Marion County will not be purchasing environmental assessment services at this time. If at a later date we want services on the site or a review of PWMHC study, services will be requested from Bergeson & Boese as low quote.
