Andersen-Wycoff, Ken Roudybush, Bob Royer, Ralph
Grim, Larry Oglesby, Gary Heer, Dale Penn, Ruth Johnson,
Mark Caillier, Maynard Hammer and Valerie Volmar.
Guests: Jim Murchison, Jerry Frost, Bob Cannon, Ed Cavaille,
Craig Luedeman, Dick Haden and Bill Healey
The minutes were approved with the following changes: the comment
about the city not being receptive to consolidation of services is
incorrect, the minutes should reflect that the City has not been
asked about consolidating services.
The Courts and Downtown committees were both represented in the
meeting.
Handouts were provided which addressed the questions that were
posed to the Courts.
Randy Curtis reported that the County currently provides $442,000
annually to the Courts in the form of rent subsidy. In addition,
we provide court security. This amount will be provided later.
The square footage occupied by the Courts in the County totals
46,000 (this includes Juvenile and Corrections). Special Note:
The cost of court security is $585,000. This brings the total
amount of County funding to $1,028,000.
The question was raised as to the costs and space needs of the
Justice Center versus a new Public Service building. The net
square footage occupied by each of the downtown buildings was
outlined in the handout. The costs of the two proposals were
documented in the handouts. (See Attached)
The first proposal includes the renovation of the Courthouse. The
costs for the first proposal does not include displacement costs.
The total cost of the first proposal was $25.1 million.
The other option was a new Public Service building. The total cost
would be $22.7 million.
The space needed for the Courts was looked at using the study done
in 1980 by Facility Sciences Corporation which showed that our
current square footage is far below the space requirements for
courts outlined in the study.
The development costs of the Senator block also do not include
water, sewer and sidewalks. But these costs can also be assumed to
be fixed and therefore the same for both proposals. Another cost
