Parking: The consultants (WEGroup) have conducted an analysis of parking <br />needs through the year 2013. The study reviewed the needs of each <br />department and considered visitor/customer needs, department vehicles <br />and employee parking. <br />The County currently has an on-site inventory of 360 spaces. Using <br />the consultant's projections we need 480 spaces. If new facilities are <br />constructed on the Senator block, existing parking will be displaced. <br />Some of this parking can be located in an offsite structure such as the <br />one being proposed by the Transit District. The Transit District's <br />proposal, on the Odd Fellows site, will provide 400+ parking spaces. <br />At this time it is unclear what the County's cost would be to use some <br />of this parking. <br />If the County was to construct a new parking structure that meets future <br />growth needs and replaces lost parking on the Senator block, the esti- <br />mated cost would be: <br />287 spaces x $10,000/space = $2,870,000 <br />Operational Costs: Given the number of options under consideration it is very difficult to <br />estimate the operational cost savings. The unknowns include questions <br />regarding: <br />1. The number of staff positions that are not needed because <br />of consolidation of facilities. <br />2. Will enhanced use of automation networks impact <br />growth? <br />3. What new services will be offered to our citizens that are <br />not currently provided? <br />The only area where we have made some preliminary projections is <br />energy consumption. The Senator and Franklin Buildings are fairly <br />high energy users. The development of energy efficient buildings can <br />potentially save the County several hundred thousand dollars a year. <br />Maintenance and Custodial services will also be more efficient on new <br />buildings. <br />Adjacency issues: If the County continues to use existing buildings to house the fourteen <br />downtown departments, questions have been raised regarding the <br />appropriate location for departments having like-functions. The consul- <br />tant analyzed the inter-department adjacency issues as part of their <br />analysis. Attached are exhibits 16 and 17 from their report. <br />
