Health Building (Center Street Campus)
Recommendation: Phase I should include construction of additional space
(approximately 29,000 ns~ onto the Health Building. This
addition, together with the space occupied within the Health and
Juvenile Building, should be sized to meet the Health
Department's space needs for the year 2013. Phase II will include
the remodeling of the interior of the present Health Building. This
recommendation assumes that the present Juvenile facilitv is
vacated as a result of the construction of a new Juvenile Detention
Buildin~.
Priority: The Committee assigned this project an A priority.
Cost factors: The cost of the project is estimated at 5.4 million. Because cost
estimates were calculated before the use of the Juvenile building
was considered, cost estimates should be recalculated. The
committee noted that the cost of this project in relation to the
benefits received and population served, makes this project one the
best values of all facility projects.
Options Considered: The committee considered the possibility that occupancy of the
Juvenile Building may not be permanent. This decision may affect
the size of the new construction at the Health Building.
Risks and
Liabilities: Operating revenues may not be sufficient to support the new
building space. The County may need to consider the use of
additional tax base revenues to support operational costs.
Increased traffic on Center Street and the adjacent neighborhoods
must be addressed by widening Center Street and construction of
~ a new driveway south to State Street.
