r <br />FACILITY STEERING COMMITTEE MEETING <br />February 10, 1995 <br />PRESENT: Ken Sherman, Valerie Vollmar, Lydia Buchanan, Mike <br />Murray, Jack Munro, Mark Caillier, Dale Penn, Ruth <br />Johnson, Ann Gavin-Sample, Larry Oglesby, Starr Gar- <br />land, Bob Royer, Randy Curtis, Bob McCune <br />GUEST: Ed Cavaille, Billy Wasson <br />MINUTES: The minutes where approved with the following change: <br />Corrections Work Release and Jail are an "A" category <br />and Corrections Administration is a"B" category. <br />DOWNTOWN RECOMMENDATION: <br />The Equitable building looks to be a strong structure <br />with a lot of flexibility. This option looks good, but <br />with the possible cost for seismic upgrades, retrofits, <br />new building systems and roof repairs there will need <br />to be an evaluation of this building to determine if <br />this is an effective option. If the cost to purchase <br />and renovate are within $3 -$5 million of what a new <br />building would cost then it wouldn't be worth purchas- <br />ing the older building. The Equitable building would <br />come with parking and if a new building is to be built <br />then there needs to be the added cost of $2.7 million <br />for parking. <br />One of the major disadvantages of purchasing the Equi- <br />table is the increased distance from the Courthouse. <br />District Attorney staff for instance, would spend a lot <br />more time moving exhibits and materials between build- <br />ings. The same would be true of other county depart- <br />ments dealing with the Courts. There are some cases <br />where it would be more feasible for them to be right <br />across the street. There are also the same kind of <br />non-economic issues as would exist with the Tri-Agency <br />facility. There are deficiencies that can't be mea- <br />sured with dollar amounts that occur by bringing those <br />agencies together. <br />There needs to be some kind of backup option such as <br />expanding the Courthouse to the north. This could <br />include building over the street. Option 4 is nothing <br />more than option 2 phased. There is space in the <br />Franklin and CDC building that we can continue to use. <br />By phasing in a public service building on the senator <br />block this would have a negative impact on the Courts. <br />The Courts can not implement their plan in 4c until <br />
