Health Building (Center Street Campus) <br />Recommendation: Phase I should include construction of additional space <br />(approximately 29,000 nsfl onto the Health Building. This <br />addition, together with the space occupied within the Health and <br />Juvenile Building, should be sized to meet the Health <br />Department's space needs for the year 2013. Phase II will include <br />the remodeling of the interior of the present Health Building. This <br />recommendation assumes that the present Juvenile facilitv is <br />vacated as a result of the construction of a new Juvenile Detention <br />Buildin~. <br />Cost factors: The cost of the project is estimated at 5.4 million. Because cost <br />estimates were calculated before the use of the Juvenile building <br />was considered, cost estimates should be recalculated. The <br />committee noted that the cost of this project in relation to the <br />benefits received and population served, makes this project one the <br />best values of all facility projects. <br />Options Considered: The committee considered the possibility that occupancy of the <br />Juvenile Building may not be permanent. This decision may affect <br />the size of the new construction at the Health Building. <br />Risks and <br />Liabilities: Operating revenues may not be sufficient to support the new <br />building space. The County may need to consider the use of <br />additional tax base revenues to support operational costs. <br />Increased traffic on Center Street and the adjacent neighborhoods <br />must be addressed by widening Center Street and construction of <br />a new driveway south to State Street. <br />
