Tri-Agency Law Enforcement Facility <br />Recommendation: Construct a 165,000 sq. ft. law enforcement facility on 25 acres <br />immediately east or the Corrections Campus. The facility will <br />house the Salem Police Dept. and Municipal Court; Marion <br />County Sheriff's Office; and the Oregon State Police Salem patrol <br />office, ID Bureau, regional dispatch; and the Corrections <br />Administrative, parole and probation units. It is also <br />recommended that a study be conducted to determine whether <br />additional efficiencies can be realized by combining the law <br />enforcement and jail campus. <br />Cost factors: The estimated cost for this facility is $30 million. This cost <br />includes land and systems development charges. Further study is <br />necessary to determine the best way to share the construction and <br />operating costs of the joint facility. Preliminary studies indicate <br />that consolidation will save all agencies about $479,000 annually. <br />Options considered: Each agency could build or lease its own facility. The Committee <br />also considered whether this facility should be funded immediately <br />or delayed until other priorities are funded. It does not appear <br />feasible to phase in the construction of this facility over several <br />years. <br />Risks and <br />Liabilities: If additional space is not provided for the Sheriff's Office, there <br />is not adequate room in the Courthouse for Court expansion. The <br />development of separate facilities would not necessarily allow the <br />agencies to share common facilities such as training and meeting <br />rooms, weapons range, vehicle maintenance, data and <br />communications systems. There is also concern that because this <br />project is the most expensive of all projects considered by the <br />committee ($30 million), other short term facility projects may not <br />get funded. <br />
