enforcement agencies which would be continued as separate <br />entities, but physically consolidated into a single tri-agency <br />facility provides a helpful template; but it also suggests that <br />C:o~,~.~.~Jl.~~ <br />other for increased intergovernmental <br />consolidation, coordination or cooperation may need to spend <br />considerable periods of time evaluating and becoming <br />comfortable with those actions. The steering committee also <br />recognizes that actual intergovernmental consolidation, or even <br />the physical combination of separate agencies under the tri- <br />agency model, may not be appropriate or desirable in every <br />case. But opportunities for consolidation and for lower levels <br />of coordination and cooperation should not be overlooked. The <br />county and other local governments need to cultivate an attitude <br />which discourages territoriality and turf protection and which <br />seeks creative new ways to make local government more <br />responsive, efficient and cost effective. <br />5. The process of identifying and recommending necessary physical <br />facilities for county operations constitutes only half the battle. <br />Assuming that the county is successful in building these <br />facilities, it must also develop significant new resources to <br />finance the on-going operation of the programs in question. <br />The steering committee is thankful that the Board of <br />Commissioners did not visit upon the committee the task of <br />formulating strategies to develop these new operational <br />PAGE 4 <br />ksj/cd/Facilities.Int 03/10/'95 <br />
