2. The committee also considered a subcommittee finding that remodeling of the
existing building for detention related programs is more costly than traditional office uses
because of unique code and safety problems.
' 3. Some concern was expressed about city and neighborhood objections to an
expanded facility. This concern was acknowledged, but overridden by a strong commitment
to support youth related intervention programs. It was also noted that, unlike state
corrections facilities, the young people who are served by this facility are primarily Marion
County residents.
2. Increased traffic on Center Street was also discussed. There are two projects
under consideration which may reduce the traffic impact on the neighborhood. The city is
considering a widening project for Center Street and the county is planning a new access
road south connecting with State Street.
E. RECOMMENDATION
1. Construct a new Juvenile Department Building on a six acre site immediately
west of the existing Juvenile building that includes detention, courtrooms, probation,
education, programs and administrative support functions. The detention center should be
designed as a four pod facility, as outlined in the subcommittee report, but only three pods
should be constructed at this time. The fourth pod should be constructed when justified by
need and when operating funds are available.
2. Vacated space in the existing building should be occupied by the Health
Department or youth and family related programs.
PAGE 2
ksj/cd/Juvenile. 03/10/95
