1. Each agency could build or lease its own facility.
2. The committee also considered whether this facility should be funded
immediately or delayed until other priorities are funded. It does not appear feasible to
phase in the construction of this facility over several years.
D. RISKS AND LIABILITIES
1. If additional space is not provided for the sheriffs office, there is not adequate
room in the courthouse for court e~ansion.
2. Failure to develop the Tri-Agency facility would also adversely impact the
implementation of recommendations to expand the capacity of the jai] and work release
center.
3. The development of separate facilities would not necessarily allow the agencies
to share common facilities such as training and meeting rooms, weapons range, vehicle
maintenance, data and communication systems.
4. There is also concern that because this project is the most expensive of all
projects considered by the committee ($30 million), other short term facility projects may
not get funded.
E. RECOMMENDATION
1. Construct a 165,000 square foot law enforcement facility on 25 acres
immediately east of the corrections campus. The facility will house the Salem police
department and municipal court; Marion County's sheriff's office; and the Oregon~ate
PAGE 2
ksj/cd/Tri-Agency. 03/10/95
in constructing this facility.
