CORRECTIONS (JAIL/WORK RELEASE CENTER)
A. FINDINGS
1. As was the case in the mid-1980,Sthe Marion County Correctional facility is
once again operating at such a high capacity as to seriously limit the ability of the criminal
~ustice system to incarcerate persons, either on a pre-trial or sentenced basis.
2. The Marion County jail has a cunent capacity of 295 beds, and the work
center has a capacity of 76 beds.
3. A recent study indicates that, without taking into account any increased
demands on local facilities which may be the result of changing state rules, the jail capacity
will need to be increased to 340 beds and the work center will need to be increased to 96
beds by 1997. This study further indicates that by 2003, the jail will need to add a further
150 beds and the work center will need another 24 beds; and that by 2015 will we need 538
beds in the jail.
4. The conections department also needs space to house its administrative staff,
field seivices personnel, and state release officers. It appears that these space needs can
best be accommodated in the proposed tri-agency facility, and this report so recommends.
B. COST FACTORS ,~
~~
1. The cost of each new pod is $l~ million.
2. These figures do not include the cost of completing deferred offsite facilities
{approximately $2.4 million in street and utility work) which will have to be done when the
jail is expanded or the tri-agency facility is built, whichever comes first.
3. With double bunking, additional beds may be added at a cost of $12,000 per
25 beds.
PAGE 1
ksj/cd/Corrections. 03/10/95
