ti .
$2.4 million in construction and development costs.
B. COST FACTORS
1. The cost of this project is estimated at $3.1 million. The consultant's master
plan may identify new costs not considered in previous estimates.
C. OPTIONS CONSIDERED
1. The committee considered a proposal to construct a new Justice Center on the
Senator block. This proposal was slightly more costly ($2.4 million in additional costs) than
constructing a new Public Service Building, and the committee determined that the
courthouse is not large enough to accommodate the 20 year space needs of all the non-court
downtown county offices. Furthermore, if, instead of constructing a new Public Seivice
Building, the county were to acquire the Equitable Building, the savings would be closer to
$10 to $12 million. The committee did not feel it was appropriate to abandon the
courthouse and convert it to county office space.
2. The courts were also asked to consider the use of video technology and
"double shifting" of court operations.
D. RISKS AND LIABILITIES
1. Some members of the committee feel that the public will be more supportive
of a bond measure if new building construction is tied to criminal justice programs rather
than the growth of general government. The consultant's study may reveal that the
courthouse does not have adequate space to accommodate future court needs. In that
event, consideration should be given to e~anding the courthouse to meet the needs of the
courts in the later years of the 20-year planning cycle.
2. If it also possible that the new facilities needed to accommodate the relocation
of county offices will not be funded when needed to permit the timely expansion of the
PAGE 2
ksj/cd/Court. 03/10/95
