obviously a monumental but appropriate and ~necessary task, <br />particularly given the many variables that will influence the <br />demands for county services over the 20-year planning period. <br />How fast will the population grow? What demographic, <br />economic, social and political changes will occur? Will there be <br />consolidation of local governments? How will technology affect <br />local government activity? These and a host of other factors <br />will profoundly influence the future size and nature of county <br />government, and will affect the implementation of this, or any <br />other long range plan. Accordin~ly, this plan should be <br />implemented with flexibility, and with attention to additional <br />opportunities for addressing the chanQin~ requirements of local <br />governments. <br />2. The steering committee has struggled with some elements of its <br />mission. First, we have found it difficult to develop a specific <br />prioritization of the several facilities development projects which <br />will need to be undertaken in the coming years. Second, given <br />the many variables cited above, we are even less comfortable <br />trying to establish precise time frames within which each <br />development project should be completed. And third, we <br />caution that the cost figures contained in this report (which are <br />expressed in constant 1994 dollars) are extremely rough <br />estimates, based on the most preliminary studies.
