HF.ALTH BUILDING (CENTER STRE~"I~'CAMPUS)
A. FINDINGS
1. The existing Health Department buildi.ng is approximately 20,000 square feet
too small to accommodate all Health Department operations that should be sited in a
central location. As a result, a number of Health Department units are widely dispersed
throughout the community. This degrades efficiencv and customer satisfaction and drives
up costs.
2. The Health Department building is poorly desi~ned and organized to meet the
current and future needs of the department. It is ener_w inefficient and is one of the
county's most expensive buildings in terms of operations and maintenance costs. However,
the utility of the building could be significantly enhanced by a thorough remodeling.
3. The Health Department will need substantial additional space in the near
future, not only to accommodate current unmet space needs, but also to make it possible
to remodel the existing building without thoroughly disrupting the delivery of essential
services.
4. If a new Juvenile Facility is built in the short term, approximately 14,000
square feet in the existing juvenile building can be converted for use by the Health
Department. Use of this sp~ce will substanrially reduce or eliminate the need to construct
an addition to the Health Department building.
B. RECOMMENDATIONS
1. Phase I assumes that a new Juvenile Department building is constructed within
the next three years. The existin~ Health Department building and the vacated juvenile
offices would then be remodeled to accommodate cunent Health Department space needs.
2. Future space needs can be accommodated, if needed, in Phase II with the
PAGE 11
ksi/cd/Facilities.Int 03/18/95
