construction of up to approximately 29,000 square feet of space at the health building.
These recommendations should accommodate Health Department space needs for the next
20 years.
C. COST FACTORS
1. The total cost of the project is estimated at $6 million provided that the entire
29,000 square feet referred to above is constructed. Cost estimates include the remodel of
the existing juvenile and health building plus new construcrion.
Z. New construction costs may be reduced, however, if additional space needs do
not grow as anticipated or if future operating revenues are not available.
3. The committee noted that the cost of this project in relation to the benefits
received bv the lar~e population served, makes this project one of the best values of all
facility projects.
D. OPTIONS CONSIDERED
1. The committee considered the possibility that occupancy of the juvenile
building may not be permanent. This decision may affect the size of the new construction
at the health building.
E. RISKS AND LIABIL~'I'IES
1. Operating revenues may not be sufficient to support the new building space.
The county may need to consider the use of addirional ta}c base revenues to support
operational costs.
2. Increased traffic on Center Street and the adjacent neighborhoods must be
addressed by widening Center Street and construcrion of a new driveway south to State
Street.
PAGE 12
ksj/cd/Facilities.Int 03/18/'95
