TRI-AGENCY LAW ENFORCEMENT (PUBLIC SAFET'I~ FACILITY <br />A. FINDINGS <br />1. The City of Salem Police Department has already substantially outgrown its <br />existing location in the Salem City Hall and unless the Tri-Agency facility is built in the <br />immediate future, the city will be forced to seek an alternative location for its police <br />department or other elements of city government. <br />2. The projected savings in operational cbsts for the ciry, counry and state police <br />units which would result from the construcrion of the Tri-Agency facility are projected to be <br />approximately $479,000 per year. <br />However, it is apparent from the information provided <br />to the steering committee that the combined law enforcement activities of the agencies to <br />be housed in this facility would experience si~nificant improvements in the efficiency of their <br />operations and increase opportunities to coordinate their activities. <br />3. The city, county and state have been worlang coQether for several years to plan <br />this facility, which they view as a unique opportunity for interQovernmental cooperation. <br />They delayed plans to commence work on this facility pending completion of the facility, <br />steering committee work and report. <br />4. The Marion County Sherif~s Department, which now occupies approximately <br />10,000 square feet in the Marion County Courthouse, will need to vacate all but about 2,500 <br />square feet of that space in the relatively short term in order to make way for expansion of <br />the courts within the courthouse. The Sherif~s Department is currently overcrowded in its <br />courthouse location. <br />B. RECOMMENDATIONS <br />1. Construct a 165,000 square foot law enforcement faciliry on 25 acres <br />immediately east of the corrections campus.
