If operating revenues are limited, the use of the pods may be phased in over
several years.
E. RISKS AND LIABILI'TIES
1. Double bunldng or the development of a forest camp will not meet the need
for housing high risk inmates.
2. State funding for new pods may not be available.
3. The jail is at capacity in terms of bed space and operating funds. If expansion
does not occur, arrests may decrease and/or the high risk offenders may be released prior
to serving their full sentence.
4. There is also concern that the need for projected bed space, as projected bX
the Daniel C. Smith and Associates report, may be low if, as the result of increased societal
pressures for more emphasis on law enforcement, crime rates and incarcerations increase
faster than the projected population growth.
S.
