. `. <br />DOG CONTROL OFFICE '` ~ <br />A. FINDINGS <br />1. The Humane Society of the Willamette Valley is presently constructing a new <br />$1.8 million facility, including kennels that will more than double the present holding <br />capacity offered by this private, non-profit entity. <br />2. Although there have been philosophical and other differences between the <br />Humane Society and the counry dog control office in the past, it appears that much progress <br />has been made in recent months toward the goal of greater cooperation between these <br />entrties. <br />3. Given the size and nature of the new Humane Society facility, it would be <br />redundant for the county to build its own animal shelter. <br />4. Since the City of Salem repealed its ordinances on dog control in 1989, Marion <br />County has had sole responsibility for this function. <br />S. The need of the Health Department for additional space in the Center Street <br />health building dictates that dog control and other county activities not related to the Health <br />Department be relocated from that building. The doQ control of~ce is currently being moved <br />downtown. <br />B. RECOMMENDATION <br />1. Construct a 3,700 net square foot office, on minimal acreage, in proximiry to <br />the new Humane Society complex. The facilitv should be sized to accommodate <br />approximately 30 parldng spaces but would not include a site for a kennel. <br />C. COST FACTORS <br />1.
