If a bond measure is needed to finance this purchase, <br />it should not be submitted to the voters unril after the funding for the projects descnbed in <br />paragraphs 1 through 6 has been secured. Similarly, if the purchase of the Equitable <br />Building proves not to be the most cost effective alternative for meeting the space needs of <br />the downtown facilities, the submission to the voters of any bond measure to construct a new <br />downtown Public Service building should not take place until financing has been secured for <br />the development of the public safety and health facilities and the remodeling of the <br />courthouse to serve the needs of the courts. <br />9. The county should proceed within the next two to three years to execute <br />Phase I of the courthouse remodel, responding to the securities concerns and the need for <br />adequate jury assembly space. It may be appropriate to build the costs of Phase I into the <br />county's public safety and health bond measure referred to above. Subsequent phases of <br />the court's project, involving the creation of additional courts and related spaces, should be <br />undertaken on an incremental basis as the need arises. <br />10. The new dog control office is small enough in size and cost that the county <br />mav be able to add this prpiect on to one of the other elements of the master <br />implementation without major difficultv. Implementation of the recommendation on dog <br />control may also need to await resolution of issues concerning operational direction and <br />funding. However, if Marion County is to continue its dog control activity, it will be able to <br />do so with maximum efficiency only when it is moved to a new, adequate permanent home <br />in ciose proximity to the new Humane Society facilitv. <br />11.
