any needed additional information, review and analyze subcommittee reports, identify options, <br />establish priorities, time frames and funding alternatives and prepaze recommendations for the <br />Board of Commissioners. It should be noted that the Steering Committee was NOT charged with, <br />and has not engaged in, the performance of any sort of overall operational analysis of county <br />activities. However, the committee quickly found that it was impossible to talk intelligently about <br />facilities without giving fairly substantial consideration to the activities to be conducted within <br />those facilities. So while this report is not intended to provide guidance on future county <br />operations, its recommendations regarding facilities are based in large part upon information and <br />assumptions concerning present and future county operations. <br />The committee performed its work in three broadly defined stages. During the months <br />of May through July 1994, the committee studied the Facilities Master Plan which had been <br />developed by WE Group Planning Team, familiarized itself with existing county facilities and <br />gathered additional background information. From August 1994 through the first part of <br />February 1995, the committee received written and oral reports from the seven subcommittees <br />which had been formed to deal with each category of county activity, and developed preliminary <br />findings, conclusions and recommendations with respect to each such area. Finally, during <br />February and March 1995, the steering committee drafted, debated and finalized this report to the <br />Board of Commissioners. <br />As we have worked our way through the consultant's report, the background information, <br />the subcommittee reports and the drafting of these recommendations, the steering committee has <br />developed several general observations and conclusions which we would like to share with the <br />commissioners by way of introduction to the more specific Findings and Recommendations which <br />follow: <br />PAGE 2 <br />ksj/cd/Facilities.lnt 04/07/95 <br />
