Because of these considerations, we <br />recommend that the county create a series of implementation <br />committees in the future to assist in implementing the development <br />of each new county facility. <br />3. In planning and developing the facilities it will need over the next <br />20 years, the county should give careful consideration to the role <br />of technology in reducing labor costs, improving communications <br />and information gathering and use, and linking related departments <br />and agencies. For example: <br />• Electronic monitoring for parolees may allow the county to reduce <br />its reliance on more expensive alternatives. <br />• Citizens seeking information from county offices will increasingly <br />do so by accessing the data directly through electronic means. This <br />may reduce the need for county personnel and office space to serve <br />the public, or allow county agencies and departments to deliver <br />existing services more effectively or to deliver additional services. <br />It may also change the extent to which related agencies and <br />departments need to be physically adjacent to each other. <br />While the county may initially incur higher costs to develop <br />facilities which take advantage of new technologies, in the long <br />run, the county will more than recover its costs through operational <br />savmgs. <br />4.
