Marion County Facilities Master Plan <br />11.0 Development of County Regio~al Facilities <br />In addidon ro County office locations in the Salem area, a number of departments occupy space <br />„ in Woodburn, Stayton, Silverton and eisewhere to provide more locally accessible services. <br />These regional facilities have been developed independently by each department, resuldng in <br />' mulaple small leases and locations within several communities. Departments cunently utilizing <br />, regional offices include: <br />- Depanmenr Locnrion/Ciry <br />~ Corrections Mt. Mgel; Silverton; Stayton; Woodbu~n <br />- Health Woodburn <br />Juvenile Silverton; Stayton; Woodburn <br />" Law Library Silverton; Stayton; Woodbum <br />OSU Eztension Szrvice Mill City <br />I Public Works (shops) Aumsville; Silvertoo; Stayton <br />.: Sheriff Stayton; Woodbum <br />- Current regional services also include: the North Marion 7ustice Court, located in Woodburn; <br />a the East Marion Justice Court (in East Salem) and the Stayton Justice Court in Stayton. Each <br />regional funcqon is_located in a separate facility, with the exception of the Stayton Corrections <br />~• and Justice Court functions which are presently co-located. <br />The location satellite County facilities can be categorized as being either for "public <br />, accessibility" or for "operational support." Publicly accessible offices are located based on <br />convenience to the greatest possible number of potential users; therefore at population <br />~ "centroids." Operational support facilities generally aze located at geognphically strategic <br />points, such as near a waste transfer station or landfill, or to support a public works maintenance <br />function, for example. For the purposes of this study, operational support facilities have not <br />~ been considered as possible candidates for co-location within regional County government center <br />facilities. <br />~ Although operational support facilities may bg developed, relocated or eliminated during the <br />course of this Facilieies Master Plan, these actions will be to support the technical operation of <br />departments and are not affected by the general growth of population and the resulting <br />~ accessibility and personal transactions with the public. The Public Works shops facilities, which <br />support Road Maintenance and other public works functions, are considered to be operational <br />support facilities and will continue to support public works project activities County-wide. <br />~ Public works information, map sales, administration, engineering, surveying and other public <br />interaction duties are, however, possible tenants of a County government public service center. <br />~ <br />__ In addition to those functions presently having regional offices, several County departments <br />indicated that the potential exisu to expand the availability of their services at regional offices. <br />' Most of these departments, however, expressed concern over the ability to operate a"stand <br />_._ alone" facility on a full-time basis. None of the departments antjcipated the ability to re(ocate <br />staff (which ue no[ already located at regional offices) from Salem. The opportunity to expand <br />services relies mainly in the capabiliry to share staff resources between departments. - <br />Exhibit 21 provides a summary of the capabilities and preferences of departments for future <br />' operation of regional facilities. Only tnose functions which are candidates for possible de- <br />' centralization aze identified (i.e., the District Courts are not listed).
