among the various departments and agencies, each seeking the <br />highest priority for facilities development relating to that <br />department or agency. While department and agency <br />representatives and the subcommittees which have examined each <br />area of county service have certainly not been reticent in advancing <br />their individual causes, they have without exception operated with <br />a county-wide perspective, in which each recognized the <br />importance of the whole. This cooperative team approach has been <br />very much appreciated by the steering committee. <br />8. Beginning with the 1991 in-house study, and leading through the <br />last three years of work by the WEGroup, the county facilities <br />subcommittees and the steering committee, the county has now <br />invested neazly four years in developing its master facilities plan. <br />It is now time to move from planning to action -- to begin <br />implementing the plan. But while the county should now <br />commence implementation, it should certainly not call a halt to <br />planning for its future facilities needs. The steering committee <br />believes that the county's facilities needs are great at this moment <br />primarily because, in retrospect, too little attention has been paid <br />in the past to long range planning for facilities needs. We also <br />know that, just as the county's needs have evolved during the last <br />four years, they will continue to evolve over the 20 year period <br />covered by the plan.
