TRI-AGENCY LAW ENFORCEMENT (PUBLIC SAFET'I~ FACILITY <br />A. FINDINGS <br />1. The City of Salem Police Department has already substantially outgrown its <br />existing location in the Salem City Hall and unless the Tri-Agency facility is built in the <br />immediate future, the city will be forced to seek an alternative location for its police department <br />or other elements of city government. <br />2. The savings in operational costs for the city, county and state police units which <br />would result from the construction of the Tri-Agency facility are projected to be approximately <br />$479,000 per year. However, it is apparent from the information provided to the steering <br />committee that the law enforcement agencies to be housed in this facility would experience <br />significant improvements in the efficiency of their operations and increased opportunities to <br />coordinate their activities. <br />3. The city, county and state have been working together for several years to plan this <br />facility, which they view as a unique opportunity for intergovernmental cooperation. They <br />delayed plans to commence work on this facility pending completion of the facilities steering <br />committee work and report. <br />4. The Marion County Sherif~s Department, which now occupies approximately <br />10,000 square feet in the Marion County Courthouse, will need to vacate all but about 2,500 <br />square feet of that space in the relatively short term in order to make way for expansion of the <br />courts within the courthouse. The Sheriff's Department is currently overcrowded in its <br />courthouse location. <br />B. RECOMMENDATIONS <br />C 1. Construct a 165,000 square foot law enforcement facility on 25 acres immediately <br />ksj/cd/Facilities.Int 04/07/95 <br />
