east of the corrections campus. The facility will house the Salem police department and possibly <br />its municipal court; Mazion County's sheriff's office; the Oregon State Police Salem patrol office, <br />ID bureau, and regional dispatch; and the county Corrections administrative, parole and probation <br />units. <br />2. It is also recommended that a study be conducted to determine whether additional <br />efficiencies can be realized by combining the law enforcement and jail campus. <br />C. COST FACTORS <br />1. The estimated cost for this facility is $30 million. This cost includes land and <br />systems development charges, a portion of which should be allocated to the jail expansion. <br />2. Further study is necessary to determine the best way to share the construction and <br />operating costs of the joint facility. This facility would serve the law enforcement needs of all <br />residents of Marion County and the City of Salem, including those Salem residents who live in <br />Polk County and do not pay taxes to Marion County. An equitable arrangement must be worked <br />out under which all benefitted residents would bear a fair share of the burden in constructing this <br />facility. <br />D. OPTIONS CONSIDERED <br />1. Each agency could build or lease its own facility. <br />2. The committee also considered whether this facility should be funded immediately <br />or delayed until other projects are funded. It does not appear feasible to phase in the construction <br />of this facility over several years. <br />E. RISKS AND LIABILITIES <br />l.
