The county may consider the addition of a forest camp (50 beds) or double <br />bunking to meet expansion needs. <br />2. If operating revenues are limited, the use of the pods may be phased in over <br />several years. <br />E. RISKS AND LIABILITIES <br />1. Double bunking or the development of a forest camp will not meet the need for <br />housing high risk inmates. <br />2. State funding for new pods may not be available. <br />3. The jail is at capacity in terms of bed space and operating funds. If expansion <br />does not occur, arrests may decrease and/or the high risk offenders may be released prior to <br />serving their full sentence. <br />4. There is also concern that the need for bed space, as projected by the Daniel C. <br />Smith and Associates report, may be low if, as the result of increased societal pressures for more <br />emphasis on law enforcement, crime rates and incarcerations increase faster than the projected <br />population growth. <br />5.
