particularly given the many variables that will influence the <br />demands for county services over the 20-year planning period. <br />How fast will the population grow? What demographic, economic, <br />social and political changes will occur? Will there be consolidation <br />of local governments? How will technology affect local <br />government activity? These and a host of other factors will <br />profoundly influence the future size and nature of county <br />government, and will affect the implementation of this, or any other <br />long range plan. Accordingly, this plan should be implemented <br />with flexibility, and with attention to additional opportunities for <br />addressing the changing requirements of local governments. <br />2. The steering committee has struggled with some elements of its <br />mission. First, we have found it difficult to develop a specific <br />prioritization of the several facilities development projects which <br />will need to be undertaken in the coming years. Second, given the <br />many variables cited above, we are even less comfortable trying to <br />establish precise time frames within which each development <br />project should be completed. And third, we caution that the cost <br />figures contained in this report (which are expressed in constant <br />1994 dollars) are extremely rough estimates, based on the most <br />preliminary studies.
