Double bunking or the development of a forest camp will not meet the need for <br />housing high risk inmates. <br />2. State funding for new pods may not be available. <br />3. The jail is at capacity in terms of bed space and operating funds. If expansion <br />does not occur, arrests may decrease andJor the high risk offenders may be released prior to <br />serving their full sentence. <br />4. There is also concern that the need for projected bed space, as projected by the <br />Daniel C. Smith and Associates report, may be low if, as the result of increased societal pressures <br />for more emphasis on law enforcement, crime rates and incarcerations increase faster than the <br />projected population growth. <br />5.
