The building should be designed both for orderly expansion as future growth dictates <br />and for secure movement of all in-custody defendants. The courtrooms should be <br />designed for specific types of usage and not be "judge-specific". Chambers should not <br />be associated directly with individual courtrooms. However, access from the judicial <br />o~ces to the courtrooms should be through secured passageways, with no co-mingling <br />either with the public access routes or with in-custody defendants. <br />Courtrooms should be designed to include technological capabilities for audio, video <br />and computer integrated courtroom recording/reporting systems, for telephonic and <br />video testimony, and for expanded use of cable technology in courtrooms, conference <br />rooms and ADR programs. <br />The building should include a substantial number of attorney conference rooms for <br />conferences with their clients, witness interview rooms, victim/witness waiting areas, <br />police officer waiting areas, and similar secure and private conferencelwaiting/interview <br />facilities. <br />An appropriate and secure juror assembly room should be provided which is sufficiently <br />large to accommodate an entire jury pool. This facility should include restroom facilities <br />and other accommodations for citizens while serving as jurors. <br />Facilities should be provided for the establishments of community based dispute <br />resolution programs allowing the court to implement and maintain a variety of programs <br />to assist litigants in the resolution of their disputes without requiring intervention of the <br />complete judicial system. <br />A media center should be provided with video links to all courtrooms to allow for an <br />orderly and professional relationship between the television, radio and newspaper <br />media with the Courts in their efforts to provide reasonable public coverage of <br />courtroom proceedings. <br />Security measures should include video monitoring of all courtrooms and public access <br />areas, along with an alarm system to allow staff to alert security of personnel any <br />incidents. <br />The Sub-Committee believes that such a facility best serves the needs of the Court as <br />the community enters the 21st century. The Judicial system will be called upon to <br />provide ever-increasing services, with significant demand forthose services as reflected <br />in all projections, studies and analyses which have been conducted of the Courts in <br />recent years. <br />-5- <br />
