The general "idea" was not just created as
indicated by the newspaper. Randy C. indicated that the idea of a joint transit mall
and county facility has been in the works since about 1985, unlike what has been
written in the newspapers.
Dan Berrey and Associates was selected through an RFP process in June 1996.
Cost analysis was developed and found that the budget was out of balance about
$3 million, and through more analysis it was found that there were flaws and
hidden project costs, which made it clear that it was becoming more and more out
of budget. The original plan was to have a retail level on the first floor and
funding from Mr. Berrey (private developer) for that area was supposed to become
a$2 million portion into the "poY'.
