PURPOSE: Acquaint everyone with policy issues and related impacts around Courthouse Square. If you do not have a referenced handout and wish to have a copy, contact Laverne. HISTORY: (The Transit history in the project has been left out.) The county started in 1974 to purchase the entire "Senator Block" with the-plan to develop it for future county needs. The general "idea" was not just created as indicated by the newspaper. Randy C. indicated that the idea of a joint transit mall and county facility has been in the works since about 1985, unlike what has been written in the newspapers. Dan Berrey and Associates was selected through an RFP process in June 1996. Cost analysis was developed and found that the budget was out of balance about $3 million, and through more analysis it was found that there were flaws and hidden project costs, which made it clear that it was becoming more and more out of budget. The original plan was to have a retail level on the first floor and funding from Mr. Berrey (private developer) for that area was supposed to become a$2 million portion into the "poY'.
