In accordance with the action taken at the council meeting of May 3, 1993, the removal from the current location should be completed by May 3, 1995. The decision to locate the transit center at the current location was made in the early 1980's and was approved with the stipulation that the location was to be temporary, not to exceed five years. This deadline has long since passed. Iiigh Street is designated as a major arterial street by the adopted S_alem ~`ransnortation Plan, and carries a significant volume of traffic. Giyen the growth of the city and of the increase in both bus and automobile traffic associated with this growth, the City of Salem wishes to restore the full carrying capacity of High Street for both modes of transportation. The City of Salem is ready to work closely with Transit District staff and other parties to reach a consensus on a permanent location for a transit transfer center in the downtown area. Public transit is vital to the success of the downtown area, and the City wishes to see transit use accommodate a greatly increased share of commuter and shopping travel to, from and throuqh the downtown area.
