The City Council, on November 25, 1996, reaffirmed their support for the Courthouse Square project and potential allocation of Urban Renewal funds as visioned in the Tax Management Plan. The motion adopted by Council stated: "To approve reaffirmation of City's support subject to the following three conditions: 1) That the City receive a detailed listing and cost estunates of the proposed improvements for participation; 2) That the Ciry receive a favorable legal opinion about Council's ability to maintain Urban Renewal levy authority; and 3) That the City receive detailed financial information about the project including the particulars of the arrangement between the private parties and public entities. " As we are all aware, Measure 47 has placed significant constraints on funding services of the City, County and Transit District. In addition, continued funding of renewal activities remain in question. We continue to suppoR the concept of Courthouse Square and enlist your support as may be necessary during the forthcoming legislative session to preserve funding of local government and urban renewal.
