Courthouse Square Alternative Development Scenarios <br />February 17, 1998 <br />Background <br />Staff and the Oversight Committee have been focusing their work on the questions of the <br />need for the facility, and what issues need to be resolved if the project is to move forward. A <br />part of the decision process should examine what the impacts are of "decorrunissioning" the <br />Courthouse Square project and moving toward other alternatives. <br />The steps that would need to be undertaken to disband the joint development process and <br />move in a new direction, and some of the costs and implications of doing so, are presented on <br />the following pages in the form of the question, "What happens if Marion County and/or <br />Salem Area Transit abandon the Courthouse Square project, and: A) neither agency proceeds <br />with a project on the current site, or, B) transit stays on the Senator block site to develop a <br />downtown transit center and the county moves its service center to another location, or, C) <br />the county stays on the Senator block to develop its service center and transit relocates to <br />another site. These are somewhat simplistic summaries of what would in reality be a <br />complicated process, but the steps indicated should provide a general idea of the processes <br />and considerations that would follow a decision to cease the joint development of the Senator <br />block. <br />Ch2 "What If?" 1/29/98 <br />Page # <br />
