as future expansion space when needed. Option 2 added the Franklin
Building departments and increased the needed squaze footage to 75,615
nsf.
Option 3 evolved from discussions with the District Attorney when it was
determined that consolidation of all District Attomey functions could vastly
improve efficiency and service delivery. Aga.in, greater occupancy of the
building by t~-exempt county offices would also reduce the interest rate
on bonds. This option increased the county's estimated space needs to
87,837 nsf. With the transit district anticipating a need for 23,770 nsf, this
leaves appro~mately 14,000 nsf for expansion space.
Recommendation
Subject to a new financial analysis (proforma) being developed on the project and
assuming that the depa~tments listed in options 1, 2, and 3, can afford a rental rate of
$1.30 /rsf, ~taff recommends that the county ado~t the attached s~ace ~rograming report
Siated Januar~ 2 1998. It recommends that final desi~n and space ~lanning for
Courthouse be based on a current need of 87,837 nsf.
This recommendation assumes that most county departments will not need additional
office space for appro~mately 5 years. It also assumes that the expansion space will be
occupied within 10 years of initial occupancy (2010). It also assumes that the Franklin
Building will be available for long-term expansion space for at least the next 20 years.
