Both known and suspected areas of contamination have been identified on the
project site, therefore this work plan describes an approach to investigating suspect areas and
then remediating areas to meet closure criteria. Century West plans to provide you with progress
updates during remedial activities to confirm our approach in regards to achieving site closure
from the Oregon Department of Environmental Quality (DEQ).
LOCATION
The subject property is the entire block bounded by Court, Church, Chemeketa, and High Streets
in Salem, Oregon (Figure 1). Building demolition on this block is nearing completion, and
construction of a new office building is planned with a one-level subsurface parking garage
covering the entire block. The construction excavation depth will be approximately 12 feet
below ground surface (bgs). Groundwater dewatering is not planned during or post-construction.
PRE-CONSTRUCTION REMEDIAL APPROACH
The areas of known or suspected underground storage tanks (USTs) and/or subsurface
contamination (hereafter referred to as "areas of interest") on the subject property are based on
Century West's Subsurface Investigation Report (March 14, 1997), which included a summary of
historical property use records. Petroleum hydrocarbons were identified as the contaminants of
concern, with DEQ Matrix Level 2 soil cleanup standards of 80 milligram per kilogram (mg/kg)
gasoline-range total petroleum hydrocarbons (TPH) and 500 mg/kg diesel-range TPH used to
delineate the extent of contamination.
