MEMORANDUM
TO: David Hartwig, Contracts Officer
FROM: Randy Curtis, Director
SUBJECT: Bid award for pre-construction remedial excavation
DATE: September 24, 1997
On September 22, 1997 sealed bids were opened for excavation of
contaminated soils and removal of UST (tanks) on the Senator Block.
Four bids were received: Foss Environment Services Co. ($58,059.60);
Bergeson-Boese & Assoc. ($63,936.00); Staton Companies ($67,540.00)
and Wilder Construction Co. ($139,750).
After review of the bids it has been determined that Foss Environmental
Services is the lowest qualified bidder meeting all the requirements set forth
in the bid documents. It should be noted however, that the unit price for
soil removal in bid item #3 (Chevron, Senator and Beri) was mis-stated.
With the concurrence of Legal Counsel, I have assumed the unit price is
$2.66 per cubic yard. The final contract negotiations must contirm this unit
price or some other competitive number equaling the extended total price of
$9,135.00 in the bid sheet. If these numbers change, the bid award may be
changed.
Subject to the condition noted above, I recommend that the contract be
awarded to Foss Environmental Services.
