Marion County
OREGON
GENERAL SERVICES
ADMINISTRATION
(503) 588-5455
October 22, 1997
FAX(503-588-5495)
FACILITIES MEMORANDUM
MANAGEMENT
(503) 588-5154 Tp; Marion County Board of Commissioners
FAX (503-373-4430)
HUMAN RESOURCES FROM: Randy Curtis
Director of General Services
(503) 588-5165 ,
FAX(503-588-5495)
RE: Contract with Riverbend Landfill Inc. for Disposal of
PURCHASING & Contaminated Soils on Senator Block for Courthouse S uare
q
SERViCES
(503) 588-5295 Project
FAX(503-373-4379)
PROPERTY MANACEMENT The contract before you for consideration is for the disposal of the contaminated
(503) 588-5047 soils on the Senator Block from the remediation activities currently underway
FAX (503-588-5495) through Foss Environmental Inc.
BOARD OF
COMMISSIONERS Through an agreement with Marion County Solid Waste, it has already been
Randall Franke
Gary Heer established that the clean soil will be taken to Browns Island Landfill. Facilities
Mary B. Pearmine that accept contaminated soils are few, the closest being Riverbend Landfill in
Yamhill County
who has agreed to accept the soil in question.
ADMINISTRATIVE ,
OFFICER
Ken Roudybush The actual amount of contaminated soils is unknown, but engineer reports
estimate there will be approximately 3000-4000 ton that will require transport
to the landfill. The contract price is $22.50 per ton, for an approximate cost
between $67,500 - $90,000.
I recommend the approval of the contract with Riverbend Landfill Inc. at the
cost of $22.50 per ton to dispose of the contaminated soils from the Senator
block. I further recommend that this contract be granted through Resolution
#96-4R, approved January 31, 1996, which authorizes the exemption of
contracts from the competitive bidding process for the Courthouse Square
project. A copy of the resolution is attached for your reference.
Thank you for your consideration.
100 High Street NE, Room 5321 • Salem, Oregon 97301-3665
