Hammond <br />Administrator <br />Wage and Hour Division <br />AND INDUSTRIES <br /> <br />Re: Adoption of Temporary Prevailing Wage Rate Rules Relating to Fringe Benefits <br />Paid to A rentices and Trainees Jack Roberts <br />pp Commissioner <br />Attached for your information is a copy of temporary prevailing wage rate (Division 16) <br />administrative rules relating to the payment of fringe benefits to apprentices and trainees. These <br />temporary rules were filed and became effective on April 29, 1997. The rules will be in effect <br />through October 25, 1997, unless amended sooner. <br />The temporary rules provide that the rate of pay required to be paid for fringe benefits to <br />registered apprentices and trainees be not less than the rate paid to the majority of apprentices <br />and trainees in the same trade or occupation as determined by the commissioner. The rules also <br />provide that if there is no majority in the same trade or occupation, apprentices and trainees must <br />be paid the full amount of fringe benefits as determined by the commissioner. <br />Prior to the adoption of these temporary rules, the rules relating to the payment of fringe benefits <br />to apprentices required apprentices and trainees to be paid the full amount of fringe benefits paid <br />to journeymen. The agency has now determined that the prevailing practice in a limited number <br />of trades is to pay apprentices and trainees a pe.rcentage of certain fringe benefits paid to <br />journeymen, rather than the full amount.
