F ` <br />i <br />g-. <br />~ s - GEOTECHNICAL INVESTIGATION <br />PROPOSED COURTHOUSE SQUARE <br />~ SALEM, OREGON <br />1.0 INTRODUCTION <br />This report presents results of a geotechnical investigation at the site of the proposed Court House <br />Square in Salem, Oregon. The purpose of the investigation was to provide information and design <br />guidelines for: 1) foundation design, 2) excavations, 3) site grading, 4) retaining structures, 5) floor <br />systems, and 6) trench backfill related to the development of the office and transit mall complex. <br />Data obtained during the field and laboratory work is summarized on the boring logs and laboratory <br />test data sheets found in Appendices A and B of this report. The recommendations, conclusions, and <br />opinions presented in this report are based on the laboratory and field data and our experience with <br />similar projects. <br />1.1 Site Location and Description <br />The subject facilities will occupy an entire city block in down town Salem, Oregon. The city block <br />is bounded by High and Church Streets NE, and Chemeketa and Court Streets NE. Site location is <br />shown on the Vicinity Map, Figure 1. The block is fully developed with existing buildings and <br />parking areas. The Senator Hotel occupies the enrire southwestern one-quarter of the property, and <br />most of the northeastern one-quarter is occupied by an office building. Both of these structures have <br />basements under at least part of the building. The northwest corner of the site is a paved parking <br />area. The remaining area, in the southeast corner, is currently vacant. The area was formerly <br />occupied by a gasoline serviCe station, and is now the site of a series of monitoring wells and an <br />environmental remediation system. <br />1.2 Proposed Construction <br />As presently planned, the site will be occupied by a single large building. The footprint of the <br />structure will cover most of the site, except in the southwest corner, where an entrance plaza is <br />planned. Preliminary design is for a four story building; however, a fifth story may be included in <br />the final design. A transit mall will be located on the ground floor. Buses will use High Street NE <br />and Church Street NE for entry and exit. Below ground parking is included in the design. There <br />will probably be a combination of one level and two level pazking below ground parking. Floor <br />elevation for the single level pazking will be approximately 10 feet below grade. For areas with a <br />second level, the elevation will be about 20 feet below grade.
