Harding Lawson Associates <br />June 1, 1999 <br />Leonard Lodder <br />Arbuckle Costic Architects, Inc <br />363 State Street <br />Salem, Oregon 97301-3533 <br />Dear Leonard, <br />As we discussed , here is the letter for you to distribute to the Mechanical/Electrical Engineer, General <br />Contractor, and any other appropriate party in preparation for our meeting on June 17`h 1999. <br />I have reviewed the plans and specifications for the Courthouse Square Transit Mall Project dated <br />December 30, 1998 to determine if the building specifications will meet the LEED criteria and qualify the <br />Courthouse Square Building for Bronze certification. Based on the review, it is clear that 11 credits can be <br />achieved. A total of 22 credits must be achieved to qualify for Bronze certification. Attached is a table <br />titled `ZEED Compliance Evaluation Matrix. " The table details each credit, the status of compliance, the <br />party responsible for determining compliance, and the total credits achieved to date. <br />Following is a list of the elements that may not support LEED, along with recommendations for actions to <br />obtain the indicated credit. Please review these items and gather estimates for the level of effort involved <br />to make the necessary modifications to obtain the additional credits needed to make the building eligible <br />for LEED certification. Also, please bear in mind that this is a pilot project to test the LEED program. We <br />have the ability to suggest modifications to the requirements as long as they meet the intent of the credit. <br />A meeting has been scheduled for June 17`h at 10:30 a.m. at Arbuckle Costic Architects, 363 State St., <br />Salem, Oregon. An agenda for the meeting is attached. The purpose of the meeting is to discuss the <br />clarifications and modifications necessary to qualify the Courthouse Square Building for Bronze <br />certification and determine how we can proceed with the certification process. It is important that all costs <br />associated with any clarification or modification are clearly identified. Please bring your cost estimates <br />and the appropriate parties to the meeting and be prepared for discussion. <br />SUSTAINABLE SITE PLANNING <br />Bonus Credit 1: Alternative Fueling Facilities <br />Install refueling facilities for alternative-fuel vehicles that use, for example, electricity, natural <br />gas, or methanol/ethanol. <br />• Indicate where the recharging station has been included on the drawings or in the <br />specifications. <br />IMPROVING ENERGY EFFICIENCY <br />Prerequisite 2: Energy Ef~ciency <br />Comply with state and local energy codes or ASHRAE 90.1 - 1989 and subsequent revisions, <br />whichever is stricter. <br />• Mechanical Engineer to generate letter stating compliance with the UBC, as modified by the <br />Oregon State Energy Code. The letter must also state that the Oregon State Energy Code <br />complies with, ar is stricter than ASHRAE 90.1.
