Rin~nalda
CANDO Board of Directors
879 Cottage Street NE
Salem, Oregon 97301
Dear Mr. Ringnalda:
n
i~LO~+l
~~-~-,~~-
---~ ~~ y~,S~
~~~
By copy of your letter to the Salem Mayor and Council, dated September
4, 1998, the Salem Area Mass Transit District was informed of CANDO's
~r request that serious consideration be given to the inclusion of housing
units in the Courthouse Square development. I thought it would be
helpful to give you some 'insight in that regard with respect to the project.
The current plans provide for 20% of the block to be made available for
private development. That parcel is the northern most portion of the site
fronting on Chemeketa Street. The footprint is approximately 20,000
square feet. That parcel will be made available for private development
via an RFP to be released either late this year or early in 1999.
The RFP requires that the development be of mixed use and specifically
notes that housing is an acceptable use. It further requires that the uses
be transit friendly, meaning that they support and encourage the use of
transit; again housing fits that definition.
With respect to building in the air space above the bus mall, such a use
was considered in the original concept for the development and was
discarded not only because of the extremely high costs of ~uch
development, but because of the problems of air circulation and noise
amplification that building above the bus mall would cause; and the
related costs.
