/ <br />~ <br />~ rQ /~G <br />~ ~,~ <br />~ <br />,~ ! ~ <br />Marion ~ounty <br />Memorandum <br />To: Board of Commissioners <br />From: Randy Curtis, Facilities Division Manager <br />Subject: Consideration for funding a Housing Market Study <br />Date: January 20, 1999 <br />Background: The county and transit district have identified an <br />opportunity for a private developer to construct and operate a mixed use <br />facility on the northern portion of the Courthouse Square site. The site is <br />known as the transit oriented development (TOD) site. In recent months, <br />the owners have received suggestions from City and State housing <br />experts and other community resources that a mixed use development <br />containing affordable housing should be considered for the site. If <br />housing is included, the development may be eligible for financing from <br />the Oregon Department of Housing and Community Services and/or the <br />City of Salem. <br />Melvin Mark Company recently sponsored a site visit to housing projects <br />in Portland to evaluate the market opportunities for subsidized and owner <br />occupied housing. Based on this site visit and the recommendations of <br />housing consultants and the Citizen's Advisory Committee, the owners <br />have developed a draft RFP that requests proposals for development of <br />the site. The Request for Proposal (RFP) will consider a variety of <br />proposed uses allowed in the CB zone, but gives favorable consideration <br />to a mixture of retail and housing uses. <br />Representatives from the city and state housing agencies have <br />recommended that prior to issuing the RFP, we conduct a housing market <br />study. The market study will evaluate the Salem housing market and <br />help determine the type of housing best suited for the TOD site.
