Recommendation:
1. Delay any further market studies or RFP's until consensus can be achieve in defining a
common vision for development of the site.
2. Send out invitations to community interest groups such as the Chamber of Commerce,
CANDO, Salem Downtown Association, Salem Futures Commission, Downtown
Development Board, SEDCOR, etc. to receive presentations on the site and solicit
feedback on development options and interests.
3. Prepaze a staff report to our Boards outlining background issues, interests and site
development optio~s. The report will also contain the results of the feedback we received
from the interest groups noted in (2) above.
4. A joint work session will held by the by the County and Transit District with the
objective of reaching consensus on a common vision for development of the TOD site.
5. The work session will also finalize the process to be used to solicit community
involvement and determine what special studies, if any, are needed. This data will be
used to finalize the RFP.
6. The CAC will continue to receive briefings on the TOD process. Once the respective
Boazds have reached consensus on a vision and evaluated the data from the community
presentations, the CAC will provide recommendations on an implementation process.
