As indicated at the last committee meeting, I intend to submit a waiver to <br />the FTA, requesting that they waive the FTA contract requirements which would otherwise be applicable <br />to the private developers project. However, our procedure for selection of the private developer must still <br />follow FTA procurement procedures. Two critical requirements of the FTA procurement procedures are <br />that each evaluation factor must be explicitly stated, and the relative weight of the factors must be <br />identified.
