In order to be considered by t6e Procuring Agency to receive the project RFP <br />when it is made available, a prospective developer must resnond to this RFI/RFQ, and be determined to be <br />qaalified to undertak~e the project. <br />1. ~tOJECT SUMMARY <br />Marion Co~mty (Count3') and the Salem Area Mass Transit District (Transit) are pleased to announce an <br />ogp~dmity far a qualifiod commerciaUretaiUmixed use dcveloper to participate in a public/private developmeat in <br />t~ ncw SWan C~ourdw~se Square block ~ <br />The full blodc developm~eut inc~parat~s a new bus ~nsit cxnter, public arcas, nnd an aPProximatelY 150,000 sq. <br />ft. officx building. The developme~ will also include 314 subsurfacx parkin8 stalls, 258 of which may be used f~ <br />C~nty and Transit purposes, and 56 (or mare) of which will be madc available to the developa to suppo~t the <br />Narth Block proja~t. The private dcvelopmeat oPPo~h' (°~.1~") consists of a concrde building pad with <br />ground floor maximum building u+ea of approximately 12,790 sq. R., and above gro~md floa maximum building <br />area of approximately 17,114 sq. ft. per floor (sa ground lease attac~ment fa~ mare precise desQiPtion). <br />The site of the developm~tnt, boun~ed by Chemeketu Strect NE, Court Street NE, Chw~ch StraX NE and High 5tr+xt <br />NE in downtown Salem, Oregon, is ownod joint~y by the County and Transit A Request far Proposal (RFP) <br />proc~s (y~et to be preparod) will selcct a successful Pr~oser, who will obtain an inter~st in a portion of the <br />proppty located in the northern part of the sitc upan tl~ execution of a larig texm ground lease, or other a~eans <br />subjxt to the agroemart of the Co~mty, Transit, and developc,r. <br />The Projxt site is in a highly visible Central Business District location. Its location, immodiately adjac,ent to the <br />n~ew lrmsit oeater, should both tncourage and be suPPortod b3' transit use. Wheu combi~ with the otha' <br />~ts of the developme~t, the Projxt site should provide for a sizable unnam~ of podestrian, customer and <br />visita~ activity and aax.ss.
